Can you collect attorneys fees under FC 3153 by invading retirement accounts of the minor's parents?

For sports fans following along at home, Family Code section 3153 provides for compensation for court appointed counsel, which is paid by the parents in amounts determined by the court. If the parties are unable to pay, the court may order the portion they are unable to pay, to be paid by the county. If the parents have to use their retirement accounts to pay the court's order, then they should consider filing a motion to have the county pay minor's counsel's bills. Also, I would suggest the parents stop the protracted child custody battle that led to the judge appointing minor's counsel.
