Legal Question in Family Law in California

I completed a 4 month residential program and a 2 month transitional program, tested 2 times per week for five months and completed every request that was required in my maintenince plan for cps. The night before my case was to close I was arrested for Possesion of vicodin without a prescription, I had hurt my leg and with no insurance stupidly decided to not go to the hospital. My child was not with me he was in a safe enviroment with a friend. Cps opened a new case and forced me to tell them his whereabouts and then detained him from my friends home. He is now in a childrens home. I was released on my own recogonince. Is what they did legal? And what do I do?
