Legal Question in Family Law in California

Concern Step Parent

I'm concern about the wefare of my step daughter that lives in Fresno Cali. We get to see her the last weekend of every month. When we go it is so upsetting

to see a 6year old have to spend a weekend in a motel

room with her father and step family. It is not a home environmet. The 4 times that her mother let her visit us in Las Vegas it was so wonderful she was so happy. How can we get Fresno Family Support to understand it is healther for the child to visit in a home environmet. how can we modify are visitation rights. Or do we have any right?
