Legal Question in Family Law in California

conservator

Mom (82) and sister (47) in Calif. Mom in facility, sister in family home. I think all finances intermixed. Sister handles finances, has taken $244,000 2nd mortgage plus credit cards, on $900 monthly disability/medicare/medical. Is a conservatorship my best action for taking control of the situation? I live in Texas and will prob bring mom here.
