Legal Question in Family Law in California

I am constantly being harrassed by my new husbands daughters. We recently had a falling out. I was attacked by two of them one night. I called police and they basicaly didnt do anything. Two days later, one of them called police to say i threated them and "I" went to jail for domestic threats. Wtf? Can i sue the police department for not doing anything for me? I had pics of my injuries and witnesses and nothing was done. It turns out the officer who took my report went to school with the girl who attacked me. I remember him telling me not to file charges on her because she has kids. But then two days later he comes and arrest me?? Lastly, she keeps calling police (at least 5 diff occasions) making up stuff. Police have come out several times due to complaints and they find nothing. Can i sue her for harrassment or something? How can i make her stop?
