Legal Question in Family Law in California

A couple of years ago my spouse, employed by a major airliner, boarding a plane with my daughter. Two days later I found out they were in Chicago. On several occasions she has told me that she plans on taking my daughter to Bali, Indonesia claiming that either parent has the right to do as they please, without consent of the other spouse. Can I request a �Writ of Ne Exeat� and �Writ of Habeas Corpus� from the courts even if I do not file for a Separation or Divorce?
