Court Jurisdiction

I am contemplating suing the foster mother who had adopted my granddaughter, for failing to cooperate in family reunification as she had agreed to do when she became approved foster mother. If I win the civil suit, can the adoption be set aside, or will the case go back to children's court for more legal wrangling?
