if i am court ordered to pay child support and i sign over my parental rights to the other parent do i still have to pay child support??

You can't sign over parental rights, and if you could, you still could not get out of child support. Child support is a right that belongs to the child. The parents can choose whether or not to enforce it (as long as the child doesn't receive public assistance) but they cannot permenantly waive it. If you waive your custody or visitation rights, all that will do is give the child and the other parent the right to seek more support, because the DissoMaster program will no longer give you credit for the time the child is with you against your total support calculation.
