What can I do if CPS won't let my grandkids live with me in another county?

My grandchildren are in foster care in San Diego. I live in Covina (L.A. County) and am trying to become foster parent for them. My daughter (the parent) supports this. Previously CPS did not want the children to leave San Diego. What can I do legally if CPS does not allow my grandchildren to live with me? (I am in the process of being cleared and have no criminal or CPS record).

You need to file a petition with the court. Are the children with foster parents that have adopted them or are they in a foster care facility? If the latter, then there is hope and we can potentially help.
