Custodial Interference by mother

My ex-wife and I have two boys ages 4 and 2. The eldest suddenly refuses to stay when I have visitation. He screams profusely but doesn't offer any clues. 2 weeks after this started, the court ruled that the mother arrange for a therapist to intervene. It has been 2.5 months since that ruling. She has not found one claiming she can't find one (although the court recommended one). Additionally, she is very reluctant to be firm in simply ''making'' him stay and has not accepted multiple offers to meet in a park where at least I can see him. He's fine around me, but it seems to be a seperation anxiety from his mother that's causing this. Could this be considered custodial interference? If so, or not, what would be options? Thanks in advance.
