There are all sorts of possible reasons. The best place to start looking for answers is with the Social Security Administration. This is more of a Social Security Law question than a Family Law question. Suggest you find out what you can and post again under Social Security Law.

You need to immediately contact your local SSA District Office. Your children may have been receiving benefits as dependents of their disabled father. If he was granted provisional disability benefits, the children were entitled to benefits on his account as well. However if he was overpaid benefits, then the children were overpaid as well. You need to consult with an SSA attorney or advocate about this problem.
