If a custodial parent is being investigated by Cps in california Does CPS have a right to search the non custodial parent if he only has visitation rights?

You have not provided sufficient information to get an informed response. CPS investigates the environment in which the child lives. If that involves the non custodial parent they will investigate that parent. Whether or not they can enter your home and search that is another question.
