Legal Question in Family Law in California

Custodial parent wants to move over 400 miles away with child that non custodial parent has 25% visitation of currently.

What custody/time share would be appropriate for a child in high school if we were to consent to the move?

Your question is too abstract to call for a concrete answer. Custody arrangements aren't a "plug in a few numbers and get an answer" issue, the way support calculations are. With a child in high school, their wishes are given weight. If the 400 miles is between a home next to LAX and a home next to SFO, the answer will be very different than if the 400 miles is between Rancho Cordova, CA and Bend Oregon, because of the difference in cost, time and difficulty of travel. Those are just two examples. There are too many potential factors to even begin to list them all.
