if the custodial parent notifies noncustodial parent that the child support obligation has been fulfilled in the month the child turned 18, can the non custodial parent change their mind claiming that the child is still in "high school" under an independent study program?

If the child is participating in education equivalent to remaining in high school, I believe the custodial parents position is viable.
