custody decisions for a child

How can a court order a mother to share custody with a father who lives out of state and is requesting that the child be dropped off at his parents home every other weekend with his mother who lives in the same town as the childs mother. Shouldn't the father have to be present at the time the child is dropped off? And how can the father be given all holidays? The judge said that the childs mother can not request child support for 6 months and that child support will only go back 6 months, the child is 3years old. Also, the childs mother can not take the father back to court since the father is the one who petitioned the mother. Do all decisions vary between counties?
