My friend has a child that is 2. She lives in Germany and is married. She is getting a divorce. can she move the child back to the U.S. since she is a U.S. citizen

She should contact an attorney in germany for the rules on international travel with the child. If she ups and leaves, she may be in trouble for kidnapping, i suspect.

It depends on Germany law. Is there any reason she can't leave? Did father obtain orders in Germany? Your friend would be well advised to seek legal counsel in Germany before she left with the child.
