Custody of minor sibling

I want to take custody of my 17 year old sibling. Im on active duty with the US Army but would like to make my sister a dependent. Both parents have agreed to transfer custody to me but I have no idea what to do. I am a Sacramento County resident. I need to have legal, but not physical custody in order for her to become my dependent.

You should file for a legal guardianship over your sibling. A family law facilitator in your local court house can help you with the paperwork.
