Legal Question in Family Law in California

I'd like to know how to go about getting custody of my nieces. Both parents have abandoned them and they are currently living with their aunt who has no room for them. My sister lives with her boyfriend and is addicted to drugs and wants nothing to do with her children. Their father is also addicted to drugs and only comes around a couple times a month. My sister still collects welfare for them as well. But she gave the welfare card to the other aunt who currently have her children. How would my husband and myself go about getting custody or gaining guardianship of them?
