Legal Question in Family Law in California

Custody of an sick adult.

My mom has Alzheimers. She married a man about 4 or 5 years ago. He has several medical problems himself and can not take care of her. He doesn't give her any of her medications for various medical problems she has. He can even feed her. She will go all day without eating. She only weights 84 pounds. He doesn't bath her. But he needs her social security to support himself and his son and daughter-in-law so he doesn't want me to take her. She wants to live with me. Can I legally take her and bring her to live with me?
