Custody of Sisiter

I want to get custody of my 16 year old step sister. Our mother cant pay her bills and couldn't take care of her and her dad kicked her out after being physically and mentally abused. I am 20 years old and in the military. If i get custody i could put her under my insurance and i know i would be able to take care of her. I live in california and she lives in Virginia. How could i get custody
