my daughter is 17 can she make the decsion of what parent she wants to live with

Not by law, until she is 18. Before that it would require a modification of the custody order. At that age a court would probably listen to her wishes and consider them as significant, but not dispositive.

If you wish a change then you will have to file a motion to modify the order. The court will give great weight to her decision, but will try to make sure that she has a meaningful relationship with the other parent. Good Luck, Pat McCrary
