My daughter has mental problem for years, her husband divorced her without a lawyer and the agreement said she didn't want any financial support. I'm her mom, can I represent her to sue her husband again to get her monthly payment, since she's mentally not able to?

If your daughters mental fragility was present when she entered into the written agreement, there's a strong argument to set that agreement aside. You and your daughter should meet with an experienced family law attorney to explore her options.
You cannot represent her unless you are appointed her guardian ad litem, and even then you must have an attorney. As Ms. Kock says, you need to talk to an experienced family law attorney in your area.
