Legal Question in Family Law in California

help with my daughter
my and my wife are sepperating we have a 4 month old little girl and my wife refuses to let me see her right now i live in texas and my daughter is in califournia ive offerd to fly my wife and daughter out for the week as well as compensate for the loss of wages my wife would loose still she say no and belittles me over the phone i feel my daughter is in a unsafe enviroment because mt wife is living with my motherinlaw who drinks a box of wine a day has 5 big dogs and 16 cats you cant walk on the floor of the home 3 mins after it was cleaned or your feet will be black and the house smell like a cat box also my drotherinlaw lives there and all he does with his life is smoke weed all day and have his friends over and sit in there room smoking weed should i call cps let tham no whats going on and try to get tham to hand over coustody to me or what should i do
