Legal Question in Family Law in California

My daughter is 17 years old at age 16 she had a daughter who is now 10 months old. The father of her child is 16 years old, he does not work and rarely visits the child or contributes towards food or diapers unless he is nagged at which time he will manage to scrape a few dollars together from his parents. This does not come often and is it is always a hassle. My question is since he is a minor is there anyway to get child support from his guardians/parents until he turns 18?

You need to file for child support against the father of the child. His parents are not liable for supporting the child and the Court will base child support on the his income and timeshare with the child.
