Legal Question in Family Law in California

Help

My daughter is 14 years old. Her father is not on the birth certificate, but has his last name. How do I relinquish his parental rights or does he have any? Also I want child support he has not supported her in 14 years. Plz help?

You need to file an OSC for child support. But if he pays for the support...it will be hard to relinquish his parental rights.

If you're married file a dissolution of marriage. If not, file a petition to establish paternity. I need more information here.
