my daughter is going to be 7 yrs old this oct her biological father has never been in her life she doesnt know him at all he left me when i was pregnant and has never made any attemps to see her he isnt on her birth certificate or anything i started to collect goverment assistants and they are trying to collect from him he worked under the table for awhile but now he wants a real job he called and threaten me either i get them to stop trying to take money from him or he is going to take me to court to start seeing her he said if he has to pay he is going to see her does he have any chance of being able to get her or see her

First off, there is nothing you can do to stop them from trying to collect from him. Once you get public assistance the government acquires the right to collect unpaid child support. As for his chances of getting at least visitation, unless he is a totally unfit parent and a danger to the child, the public policy of this state is to foster relationships between the child and both parents. He is very unlikely to take primary custody from you, but he is likely to get visitation on reasonable terms.
