My daughter's biological father has failed to pay child support since March of 2007.
I want to file an affidavit to compel him to pay, however I do not know his address. He moved
in 2007 and did not provide his forwarding address, which violates the order already in
place. He has refused to provide me with his address, will not return phonecalls fro
the dept of child support services. He is not represented by an attorney.
I know he must be served by a process server, but I don't know his address. How can
I proceed?

You should be working with the Dept. of Child Support Services on this one. They have resources for finding him that you would find hard to duplicate. Do you have an employer's address? You can always have him served at work. Other than that, DCSS has access to IRS and state tax information that they cannot share with you directly, but from which a current address might be found.
Hire a private investigator to locate him. Using his social security number will enable the PI to find out where he is working.
Alternatively, try locating him through his parents or other relatives.
