daughters right for a headstone on father's grave

My daughter's father passed away 2yrs.ago. His mother just put a headstone on his grave with beloved son,brother and left off any mention of ''father'' on it. Can my daughter add another small headstone without his mother's permission? She wants to have one made with ''beloved father'' on it.

i guess it depends on who owns the plot. ask the cemetary. After Mom goes, you can do whatever you want.
