DCSS is currently garnishing child support payments & arrears from my husband's paychecks, which is 50% of his net income for two children from two different previous relationships. There is no visitation with either child. One child he has never met, the other lives in Northern California and we reside in Southern California. I have two children with my husband who live with us. The current child support garnishments have now left us homeless, unable to pay bills, or feed our kids at times. Is there anything that I can claim against my husband's wages to protect my children even though I am still with and married to him?

No. But your husband is entitled to two hardship deductions for your children who live with you in the child support calculations. You and he need to go see the family law faclitator in your county court to see if it would be worth filing a support modification motion.
