My ex decided to apply for TANF in which now Child Support is going to address me (he owes me $108,000). I have legal custody of our 2 chldren (17 & 15) but they are residing with him now. Both children have checking accounts in which I deposit money into for their personal needs (shampoo, hygeine items, etc) because he can't afford to buy them. Does he have to report the two minor checking accounts and the money they receive to Child Support because they are minors receiving income under his household?

If your children are living with him he can get TANF. The County will then go after you for child support to reimburse the State for what they are paying him.
Any money you give your children through a checking or saving account is considered a gift to the children. You do not get credit for it and he does not have to report it.
Child support is based on a formula. The actual amount of child support can be calculated with an online program. This is the same program used by the Department of Child Support Services. The website is http://www.childsup.ca.gov/Resources/CalculateChildSupport.aspx.
