Whoever is the respondent filed a proof of service that they served a preliminary delaration of disclosure on the petitioner.

Each party is required to serve a Preliminary Declaration of Disclosure on the other, and unless they sign and file a Stipulation and Waiver of Final Declaration of Disclosure, each party is required to serve a Final Declaration of Disclosure

Those documents are not filed with the Court, but Declarations regarding Service of each Declaration of Disclosure (and Income and Expense Declaration), Judicial Council Form FL-141, do get filed with the Court to demonstrate that the Declarations of Disclosure were served on the other party.

The divorce case won't finalize itself - in order to finalize your divorce, you either need to settle all issues with your spouse and file a Stipulated Judgment, along with other appropriate documents needed for the Judgment to be entered, or to file a Request for Trial Setting, and to try the issues in your divorce case.�

It means one of the parties filed a declaration that informs the court that service of the preliminary declaration of disclosure has been made on the other party.
