Delayed Divorce

If you get married before a divorce from a previous marrige is finalized, is the second marriage legal.

No. It is either void or voidable. It might be "made" valid if you can get the judgment in the first marriage entered "nunc pro tunc", meaing entered effective on a date earlier than the second marriage.
