Legal Question in Family Law in California

Denial of contact

Six months ago the courts ordered that my 2 youngest children go and visit thier father in order to establish a relationship with him. He had been absent for 8 years. I went to visit them in April in Oklahoma, however since I have came back to California he has not let me talk to the children, will not give them letters, cards of money that I send them. I am now in the process of relocating to Oklahoma, what can I do legally about his denial for contact?
