Legal Question in Family Law in California

what dictates the jurisdiction of the court's authority especially regarding retirements. for example, if a person was contributing to a retirement plan prior to a marriage/divorce, will those benefits be available when asked for or can the divorce hold up all distribution of the retirement?

Once the retirement plan is joined or notified of a pending dissolution, no distributions from the retirement plan will likely occur, no matter when the benefits were earned.
