Legal Question in Family Law in California

Is distance an issue when guardianship is concerned? I have a brother with Downs syndrome who lives in another country with my mother and my younger brother wont be able to take care of him in the future. I wish to be appointed as his guardian. Thank you.

This is not my area of expertise, but I did want to make a comment. Distance is going to be an issue, but probably not initially for the reason you think. California courts are probably not going to have jurisdiction to appoint you as guardian at this time. Most likely, it would be the country were he lives. Perhaps another attorney can provide you with additional information on how you can proceed (or correct me if I am mistaken).
