Legal Question in Family Law in California

Can my divorce attorny refuse to substitute out due to unpaid fees? The Orange County CA recorders' office shows she began the process but didn't finish it.

Your divorce attorney is not permitted to take any action to jeopardize your case in an effort to collect her fees. If she claims you owe her fees, she is allowed to serve you with a notice of a right to engage in mandatory fee arbitration, and sue you for the money she is claimed to be owed.
