divorce in U.S. (California) if married in Phillipines

If you are married in the Phillipines and then came to California, can you obtain a divorce in california or must you return to the Phillipines for this? Note, the husband has a green card and the wife has applied for a green card if this has any bearing on the laws.

you can divorce in CA once one of you has been here 6 months.
