I have a divorce decree from Pakistan which states our daughter will stay with me. For the most part this has been fine in the U.S., but I can't use it for getting her passport and now am having issues with getting medical treatment. I've spoken to several lawyers and they are unsure what the best course of action is. What do I need to do?

You might need to treat this judgment from Pakistan as a judgment from another state. You should register the judgment in California and proceed with a motion in your county to establish legal and physical custody that will be a more clear and precise parenting order than what may be provided in your current orders from the other foreign jurisdiction.
