Is there a document I can file with the court to force the plaintiff's attorney to reply to my recommendation and notices that I have either mailed or faxed to him?

If he has failed to respond to a discovery request, you can file a motion for sanctions against the attorney and his or her client. Absent that, if the attorney won't work with you, you will just have to ask the court to make an order or judgment to get you the things you need.
