Legal Question in Family Law in California

Divorce: would like to file own paperwork, some confusing factors.

I moved to California in March of 2006 (and signed a lease) but did not change my driver license until May, so I'm confused about my residency.

My spouse is out of the country, also since March, but I DO know where he is and how to contact him.

I'd like to know how to get, fill out, and file the papers; what I should expect (costs, how long until it's official, etc.); and what options I have if he refuses to sign.

Other potentially relevant information: we were married in Colorado in 2003, we have no children, we don't have any debt *jointly* but a lot individually, and dividing property should be fairly painless.
