after my divorce was final in california my ex refuses to privide title or property to me as outined in our property division as seperate. she waved all interest and rights to said property but refuses to deliver property. can i put a lien on her property by filing a notice of lien along w/ a certified copy of divorce decree?

I'm finding it hard to understand your question. I can tell you that you cannot lien her property to make her deliver your property. What I am unable to follow is why you need your ex to provide title to property that is your separate property. If it was not community property before the divorce, and it is yours, she has no title to give. If she has physical possession of the property and the property division has been turned into a divorce judgment by the court, you can obtain a court order from the same judge for delivery of the property. If the judgment already calls for her to deliver it, then she is in contempt of court and you can enforce the judgment by a contempt proceeding.
