Divorce

Friend is in prison and would like to get divorced. He has not been with his wife for 13 years. Where does he begin? Would he have to pay?

Start at the beginning of course. Most likely, with a 13 year separation, there are no issues of property, minor children, etc. So if he just wants to file the divorce to terminate the marriage, he files the case, gets his wife served and moves the case to judgment. If there are actually issues to deal with that may require his court appearance, depending on the issue, that can be accomodated by telephone in some cases. Is it free? Not unless there is something I don't know. Low income people can qualify for a waiver of the court fees, but that's about it.
