What do i do if i just went to my first divorce hearing, the father didnt show, he was ordered to pay Child Support, Arears, Child care etc.. and before the order was in effect- he has left the country?

He needs to get served with a copy of the order if you want to shorten his time to appeal. If he failed to show up, and had notice of the hearing, he obviously consented to a default in his absence. Child support enforcement has provisions for enforcing child support, which include passport revocation. I fear, however, that the father was not here legally, so he never had a U.S. passport, and if that is true, enforcement is going to be a problem.
I have no idea what Mr. Roach is talking about an appeal for. You got your order. What you should do immediately is contact the California Dept. of Child Support Services in your county and open a case. They will help you with your collections effort. As a state agency, however, they may not have the resources to chase your husband overseas. Start there first, though. If they can't help, get back to me and I will see if I can come up with some other suggestions.
