I am in the Navy in Ca. wife is in Arkansas one child been married for 14 years. She wants a percentage of my retirement when i retire even if she plans on remarry. Is that leagal, under Arkansas law and if so how much does she get?

Under California law about 70% of the retirement benefit, assuming that you retire after 20 years. The law in Arkansas may be much more favorable to you.
