what do i do if respondent does not want to do her part in filling out paperwork that has to be filled out by her.

She can proceed "by default." She doesn't have to do anything. If she wants to sign a marital settlement agreement, she can still proceed by default and you would attach the settlement agreement to the final judgment. If she doesn't even want to do that, then just file a request for default and go from there.
