Legal Question in Family Law in California

I had a divorce settletment almost 6 yrs ago, in that my ex-husband had to give up 1/2 of his 401k, my part is 7100, i have asked throughout the past 5 and some years to no avail. i finally started to push the issue in december my latest response from him was "that is on his give a shit list", where do i go from here. it is court ordered, do i get an attorney again or is this a civil matter and how do i go about filing the proper paperwork?

He is in contempt of court. You need to go back to the divorce court and file an OSC re contempt. You may be able to do it yourself. All the forms are available at courtinfo.ca.gov and your county court will have a family law facilitator to help you with questions about how to fill them out and file them.
