If my wife files for legal separation in one county, can i file for divorce in another.

No, not if you have already been served. If you believe the county she filed in does not have jurisdiction, you can file a motion to quash service of summons. Otherwise, when you file your response, you can ask for dissolution of marriage rather than legal separation.
