Legal Question in Family Law in California
When I got divorced back in 1995 My legal name was not on the divorce papers. Instead of Rebecca Anne Weathersby I was then going by Kaitlyn Colleen Weathersby. My question is am I really divorced in the State of California?

Yes and no. You are the person who went through the divorce and that will generally ultimately be recognized at law. It would be best, however, if you petitioned the court for a modification of the judgment "nunc pro tunc" (now for then) to reflect that the judgment is effective as to "Rebecca Anne Weathersby AKA Kaitlyn Colleen Weathersby." That will avoid any future problems.
