Legal Question in Family Law in California

I was divorced in 2006 in Ca, my ex joined my retirement by means of a joinder that just basically announces a legal entitlement to my plan administrator, but never completed a qdro in the seven years since, which is her way to make legal claim, including the specifics regarding our settlement agreement, as well as designating her beneficiary should she pass, and is unwilling to do so because of the personal cost and inconvenience to her. I have filed for a refund of benefits but have been denied because of this, is there a expiration date on a joinder? or a timeframe limit on filing a qdro after a plan has been joined?

Either party can do the QDRO.
