Legal Question in Family Law in California

I divorced my husband Jan 2004. At the time he lived in Australia, and I lived in California. Now, I found him back in Missouri, USA. The divorce decree indicated shared federal and state taxes be paid by me and total reimbursement to be paid to me. I haven't seen one cent from him. Since I'm still paying on this debt (and if necessary, can arrange a lump sum to pay off debts), how can I get him to pay me back now that I've found out where he works?

In other words, you need a Missouri lawyer involved.
